Greater Phoenix New Build Brief: What's Actually Available Between $300K and $600K

I spent this week going community by community across the Valley — five of the biggest builders, plus everyone else putting up homes within about 40 miles of Phoenix. Here's where your money goes the furthest right now, and which incentives are worth moving on.

TIME-SENSITIVE Two of the strongest financing offers in the Valley — Meritage's 2.75% and K. Hovnanian's 4.25% — both expire August 31, and K. Hovnanian's also requires closing by September 30. If either of those is interesting to you, that's a this-week conversation, not a next-month one.
Meritage Homes
Meritage builds the most energy-efficient spec homes in the Valley, and right now they have the single best financing offer I found anywhere in Phoenix. They've also quietly reduced base pricing at a lot of their communities.
Wildera San Tan Valley · SE Valley
One of the most affordable entries into a brand-new Meritage anywhere in the metro, in a master-planned setting that's still filling in. Recently reduced pricing.

Two series side by side — the Reserve for a tighter footprint, the Signature when you want more room. Both have seen price reductions.

K. Hovnanian is the one builder on this list with a genuine in-town option, and nearly every Arizona community is currently flagged with both a promotion and reduced pricing.

Gated townhomes with designer-curated interior packages, a resort-style pool, dog park and playground — ten minutes from Sky Harbor and fifteen from downtown. This is the rare brand-new home that doesn't require leaving the city.

Chalet at Legacy Place Glendale · West Valley
Single-family homes in an established, amenity-rich part of Glendale, with the Manor collection next door if you need more space.

Glendale gives you real proximity — Loop 101, the sports and entertainment district, and established schools rather than ones still being built.
ALSO IN RANGE Four Seasons at Victory at Verrado Cottages in Buckeye, from the mid $300s — a 55+ community with promotion, reduced pricing and special financing all currently flagged. Worth a look if you or your parents are thinking about that chapter.
Ashton Woods
Ashton Woods publishes true price ranges rather than just a starting number, which makes them the easiest builder to budget against. Their design studio process also gives you more say in finishes than most production builders at this price.
Amarillo Creek Maricopa · South Valley
The widest price spread of any Ashton Woods community in the metro — meaning there's genuinely something here whether you're at the bottom or the top of your budget.

Maricopa has grown into a real town rather than an outpost — its own schools, shopping and medical, with the trade-off being the drive up the 347.
North Copper Canyon Surprise · Northwest Valley
A tight, well-priced range in one of the Northwest Valley's more established growth corridors. Sister community Visara is next door if this one's sold through.

Surprise is the sweet spot for West Valley buyers — far enough out for the pricing, close enough in for the Loop 303 and a real grocery run.
Sunset Farms Tolleson · West Valley
One of the closest-in new construction options in this price band, spanning a wide range from entry plans up into the mid five hundreds.
$389,990 – $526,240 full published range

The commute case. You're roughly twenty minutes from downtown on the I-10 rather than forty, and you're still buying brand new.
ALSO IN RANGE Skyline Village (San Tan Valley, $349,990–$491,990), Agave Trails (Buckeye, $411,240–$434,990), Wales Ranch (San Tan Valley, $424,240–$526,240), Solara (Laveen, $435,490–$538,490), and Stonebridge Manor (Waddell, $442,490–$582,490 — RV plans available). Estrella Crossing in Laveen starts at $464,240 and now offers RV garages, though the top of its range runs past $600K.
Taylor Morrison
Taylor Morrison has more communities in the Valley than anyone else on this list — nearly forty — organized into collections so you can move up or down in size without changing neighborhoods. A number are currently flagged as reduced or as active deals.
Avila at Rancho Mercado Surprise · Northwest Valley
The lowest entry price of any Taylor Morrison community in the metro, inside a large master-planned community that's still early enough to have good lot selection.

Allen Ranches, Discovery Collection Litchfield Park · West Valley
Litchfield Park is one of the more genuinely charming West Valley towns, and Allen Ranches spans four collections so there's room to size up without moving.

Larger single-family plans on the Southeast Valley side, with a Journey collection above it for buyers who need more room.

If your life is on the Chandler / Gilbert / Queen Creek side of town, this is the size of house you'd pay considerably more for closer in.

The largest homebuilder in the country, and consistently the most aggressive on price at the entry level — several Valley communities start under $340K. They handle incentives through their sales offices rather than publishing them, so these are worth a direct call.
Elena Trails Maricopa · South Valley
The lowest-priced new construction I found within forty miles of Phoenix. Sister community Sorrento sits just above it, and Moonlight above that.

CURRENT INCENTIVE D.R. Horton has been running heavy buyer incentives nationally, but publishes terms only at the community level — this is exactly the kind of office where a phone call from me tends to shake something loose.
If the number is what matters most, this is the number. Brand-new construction for what a twenty-year-old house costs closer in.
Quail Ranch San Tan Valley · SE Valley
Solid mid-range single-family on the Southeast side, in one of the fastest-growing corridors in the state.

The Southeast Valley's growth has been relentless, and San Tan Valley is still the last affordable stop on that side of town.
Del Rio Ranch Avondale · West Valley
Closer in than most D.R. Horton communities, in an Avondale location with genuinely reasonable access to the I-10.

Avondale splits the difference nicely: newer housing stock, established retail, and you're not driving past Buckeye every morning.

These didn't make the main list but are actively building and actively discounting in the same price band. Richmond American in particular is running the deepest published rate buydowns in the Valley.

ONE NOTE ON RICHMOND AMERICAN Their published Phoenix offer — 3.750% (5.756% APR) FHA and 3.999% (5.317% APR) conventional on select quick move-in homes — had a contract deadline of August 24, so as of today it has just lapsed. Builders almost always roll these forward into a new promotion. If those rates caught your eye, tell me and I'll find out what's replacing them.
What you should expect included
Included features vary by builder, community and plan, so treat this as the baseline to measure against rather than a guarantee. If a community is offering meaningfully less than this at this price, that's a negotiating point — and it's the kind of thing I check line by line before you sign anything.
Kitchen. Stainless appliance package, quartz or granite counters, and 36-42 inch cabinetry are standard at this price across most Valley builders. Refrigerators are frequently not included — always ask.
Energy and systems. High-efficiency HVAC, low-E dual-pane windows, and ENERGY STAR certification are common. Meritage builds to a notably higher efficiency spec than most and makes it a core part of their pitch.
Flooring. Tile or luxury vinyl plank through the main living areas, carpet in bedrooms. Whether tile extends past the entry is one of the most common upgrade lines — check the base plan.
Outside. Front landscaping and irrigation are usually included; rear yards are usually not. Budget separately for backyard, and ask whether a covered patio is standard or an upgrade.
Design choices. Ashton Woods and K. Hovnanian both run curated design-package programs with published pricing, which makes it much easier to know your real all-in number before you're deep into a studio appointment.
Financing strings. Nearly every rate incentive above requires using the builder's in-house lender. That's often still the better deal — but it's worth running against an outside quote, and I can help you do that.
